Ashland's Bear Island Paper Company and its parent company, White Birch Paper Co., filed last week for bankruptcy protection, the apparent victim of declining newspaper size and circulation, tight capital, some bad guesses on interest rates and the strong Canadian dollar. Based in Greenwich, Conn., White Birch is the second largest newsprint manufacturer in North America. In addition to Bear Island, it operates three larger plants in Canada. Company officials were quick to assert that the bankruptcy proceedings would not interrupt production at Bear Island, which employs 190 people and is one of Hanover County's five biggest taxpayers.
