A volunteer at a martial arts facility in Ashland was arrested by police last week for allegedly failing to update his status as a registered sex offender.
Justin Ray Dutcher, 31, of Glen Allen, was charged with a parole violation and failing to update offender registration requirements while working at World Class Martial Arts Center.
“Virginia State Police received a tip that a convicted sex offender was working at a martial arts dojo in Ashland and had failed to register his new workplace with the Virginia Sex Offender and Crimes Against Minors Registry,” said Sgt. Keeli L. Hill, public information officer for Virginia State Police. “The investigation resulted in Dutcher being charged with a probation violation and failure to register his employment.”
Dutcher was convicted for sexual abuse of a minor on Oct. 19, 2001 in Queen Anne’s County in Maryland, according to the Virginia Sex Offender Registry. His last known address was listed as Meredith Ct in Glen Allen.
The World Class Martial Arts Center, located at 10362 Leadbetter Road, has been a mainstay in the greater Richmond area for more than 20 years, with locations in Glen Allen, Mechanicsville, Richmond and Ashland.
According to the company’s website, Master Joe Gray is the owner of the facility. World Class Martial Arts offers martial arts and self-defense training for men, women and children. It also promotes fitness in a fun environment.
In a statement issued last Thursday, Gray said that Dutcher was not an employee at the dojo, but “would assist from time-to-time”. Dutcher’s membership at World Class Martial Arts was suspended, and Gray reached out to all members to explain the situation.
He was taken to Henrico County Regional Jail West. The 31-year-old is still being held in a Henrico County jail on West Broad Street. He is due back in court for his previous charge in March of 2018.
